Before joining the FBI, Dugan served as a police officer in the New York City Police Department (NYPD). He holds a Bachelor of Science in Criminal Justice from John Jay College of Criminal Justice and a Master of Public Administration from Marist College.

As Assistant Director of the Training Division, Dugan will be responsible for:
