UK Launches Flagship SPIRIT Programme to Drive Social Recovery in Ukraine

London, 7th February 2025 – The UK government has unveiled a new flagship programme, SPIRIT, to support the social recovery and resilience of Ukraine following the devastating war with Russia.

SPIRIT (Supporting Partnerships for Innovation, Resilience, Inclusivity, and Transformation) is a £100 million programme that aims to:

  • Strengthen civil society organisations in Ukraine
  • Build community resilience and social cohesion
  • Promote inclusive economic growth
  • Support the integration of internally displaced persons (IDPs)
  • Enhance psychosocial support and mental health services

The programme will be implemented over the next three years and will work in close partnership with Ukrainian civil society organisations, local authorities, and international partners.

Key priorities of the SPIRIT programme include:

  • Community-led recovery: Empowering local communities to identify and address their own needs through grants, training, and technical assistance.
  • Strengthening civil society: Supporting the development of civil society organisations to play a vital role in rebuilding Ukraine’s social fabric.
  • Inclusive economic recovery: Promoting job creation, entrepreneurship, and skills development, particularly for women and vulnerable populations.
  • IDP integration: Facilitating the integration of IDPs into their new communities by providing housing, education, and employment opportunities.
  • Psychosocial support: Expanding access to mental health services and psychosocial support for those affected by the war and displacement.

Foreign Secretary James Cleverly stated: “Ukraine has shown extraordinary resilience in the face of adversity. The SPIRIT programme will help Ukrainians to rebuild their lives and communities, and to create a brighter future for their country.”

UK Special Envoy to Ukraine, Wendy Morton, added: “Our partnership with Ukraine goes beyond military support. We are committed to supporting the long-term recovery and prosperity of the Ukrainian people.”

The SPIRIT programme complements the UK’s ongoing military and humanitarian support for Ukraine. It is part of the UK’s wider commitment to supporting the country’s post-war reconstruction and rebuilding efforts.
