Ottawa, February 5, 2025 – The Honourable Omar Alghabra, Minister of Transport, today announced the appointment of Ms. Julie Bélanger to the Board of Directors of The Jacques Cartier and Champlain Bridges Incorporated (JCCBI).
Ms. Bélanger is a seasoned executive with over 20 years of experience in the public and private sectors. She has held senior positions in government, including as Deputy Minister of Infrastructure and Communities at the Government of Quebec. She also has extensive experience in the transportation sector, having served as President and CEO of VIA Rail Canada.
“I am very pleased to welcome Ms. Bélanger to the JCCBI Board of Directors,” said Minister Alghabra. “Her expertise in infrastructure, transportation, and governance will be a valuable asset to the Board.”
JCCBI is a Crown corporation responsible for the management, maintenance, and operation of the Jacques Cartier Bridge and the Champlain Bridge in Montreal, Quebec. The Board of Directors is responsible for overseeing the operations of JCCBI and ensuring that it meets its mandate.

Biography
Julie Bélanger is a graduate of the Université Laval and the École nationale d’administration publique. She holds a Bachelor of Science in Administration and a Master’s in Public Administration.
Ms. Bélanger began her career in the public sector, working in various positions in the Government of Quebec. In 2003, she was appointed Deputy Minister of Infrastructure and Communities, a position she held for five years.
In 2008, Ms. Bélanger joined VIA Rail Canada as President and CEO. Under her leadership, VIA Rail implemented a number of major initiatives, including the procurement of new trains and the launch of a new high-frequency rail service between Toronto and Ottawa.
Ms. Bélanger left VIA Rail in 2015 to become a consultant. She has since worked with a number of organizations, including the International Union of Railways and the Canadian Urban Transit Association.
Ms. Bélanger is a member of the Order of Canada and the Ordre national du Québec. She is also a recipient of the Queen Elizabeth II Diamond Jubilee Medal.
