The Southport Perpetrator Prevent Learning Review has been published today, 5 February 2025, by the Home Office.
The review was commissioned by the Home Secretary in the wake of the Southport terrorist attack on 11 February 2024, which resulted in the deaths of 5 people and injuries to 12 others.
The perpetrator of the attack, 22-year-old Mohammed Ahmed, was known to the Prevent programme. He had been referred to the programme in 2021, but was not considered by the programme to be at high risk of radicalisation.
The review found that there were a number of missed opportunities to intervene in Ahmed’s radicalisation process. The review also found that the Prevent programme is not always effective in identifying and supporting individuals who are at risk of radicalisation.
The review makes a number of recommendations for improving the Prevent programme, including:
- Increasing the number of Prevent officers
- Improving the training of Prevent officers
- Expanding the Prevent programme to include a wider range of individuals at risk of radicalisation
- Developing new and innovative ways to identify and support individuals who are at risk of radicalisation
The Home Office has accepted all of the recommendations in the review, and is working to implement them as quickly as possible.
The Home Secretary said:
“The Southport terrorist attack was a tragedy that could have been avoided. The Prevent programme is a vital tool in our fight against terrorism, but it is clear that we need to do more to make it more effective.
“The recommendations in this review will help us to improve the Prevent programme and better protect our communities from terrorism.”
