Backgrounder – Strengthening 2SLGBTQI+ Communities to Advance Equality in Canada

The Government of Canada is committed to advancing equality and human rights for all 2SLGBTQI+ (Two-Spirit, lesbian, gay, bisexual, transgender, queer, intersex, and others) Canadians.

In 2021, the Government launched the 2SLGBTQI+ Action Plan to address the unique challenges faced by 2SLGBTQI+ people in Canada. The Action Plan includes a range of measures to improve the lives of 2SLGBTQI+ Canadians, including:

  • Investing in community-led initiatives to support 2SLGBTQI+ organizations and programs
  • Improving access to healthcare and social services for 2SLGBTQI+ people
  • Combating discrimination and violence against 2SLGBTQI+ people
  • Promoting 2SLGBTQI+ inclusion in all aspects of Canadian society

The Government of Canada has made significant progress in implementing the 2SLGBTQI+ Action Plan. In 2022, the Government invested $100 million to support 2SLGBTQI+ organizations and programs across Canada. The Government has also made changes to the Criminal Code to prohibit conversion therapy and to make it easier for transgender people to change their legal name and gender.

In addition to the 2SLGBTQI+ Action Plan, the Government of Canada has taken a number of other steps to advance equality for 2SLGBTQI+ Canadians, including:

  • Passing the Gender Identity Act, which recognizes the rights of transgender people to have their gender identity recognized in law
  • Establishing a National LGBTQ2 secretariat to coordinate the Government’s work on 2SLGBTQI+ issues
  • Funding the Royal Canadian Mounted Police’s 2SLGBTQI+ liaison program to build relationships with 2SLGBTQI+ communities across Canada
  • Launching the Rainbow Flag Fund to support 2SLGBTQI+ organizations around the world
