The European Parliament’s plenary session will resume from 21 to 24 October in Strasbourg.

Foreign policy issues including the EU’s response to the energy crisis and global food security will be at the core of the first part of the plenary session, following the European Council meeting on 21-22 October and the upcoming UN COP26 climate summit in Glasgow. The short visit of Charles Michel, President of the European Council, is scheduled for Tuesday.

MEPs are set to discuss and vote on:

  • The EU response to the recent military escalation at the Belarus-EU border;
  • The conclusion of an enhanced EU-Moldova Association Agreement;
  • The situation in Ethiopia, with a resolution to wind up the debate
  • The EU’s coordinated response to the challenges posed by the COVID-19 pandemic, including on vaccine delivery and certificates, as well as on the global response to major health emergencies.

The plenary will also focus on the environment and the transition to a green economy. On Wednesday, members will hold a debate on environmental protection on the one hand and the supply of raw materials crucial for the digital transition and the clean energy sectors on the other. They will also discuss the proposal to revise the TEN-T Regulation, which aims to create a trans-European transport network and ensure sustainable connectivity for all EU regions.

On the same day, the Commission is expected to present its proposal on a Carbon Border Adjustment Mechanism (CBAM) and a new EU Forest Strategy for 2030, on which the Parliament will prepare its position.

On Thursday, the plenary will debate the state of play of the negotiations on the EU budget for 2022 and the multiannual financial framework for 2021-2027, with the aim of adopting the Parliament’s position on Friday.

Parliament is set to debate EU economic governance and its review, as part of the ongoing work on preparing the EU’s recovery and resilience after the pandemic.

The plenary is also expected to hold a debate on the EU’s medium-term budget review and the own resources system, as well as a debate on the effects of the rising energy prices on the EU, following up on a previous resolution adopted on 15 September 2021.

On Friday, the Parliament will debate the situation in Afghanistan, including the ongoing humanitarian crisis, and vote on a resolution.
