OTTAWA, ON – The Honourable David Lametti, Minister of Justice and Attorney General of Canada, today announced the following judicial appointments in the province of Newfoundland and Labrador:
- The Honourable Raymond W. Wagner has been appointed to the Supreme Court of Newfoundland and Labrador. He replaces Mr. Justice A.K. Randell, who retired effective June 30, 2024.
- The Honourable Shaunagh D. Kelly has been appointed to the Provincial Court of Newfoundland and Labrador. She replaces Mr. Justice R.J. Williams, who retired effective July 1, 2024.
Biographies
The Honourable Raymond W. Wagner was born and raised in St. John’s, Newfoundland and Labrador. He obtained a Bachelor of Arts with Honours from Memorial University of Newfoundland in 1988 and a Bachelor of Laws from the University of New Brunswick in 1991. Mr. Justice Wagner was called to the Newfoundland and Labrador Bar in 1992.
Mr. Justice Wagner began his legal career as an associate with the law firm of Stewart McKelvey Stirling Scales from 1992 to 1998. He then joined the Department of Justice Canada in 1998, where he held various positions, including Senior Counsel, Assistant Deputy Attorney General, and Acting Deputy Attorney General.
In 2013, Mr. Justice Wagner was appointed to the Tax Court of Canada. He also served as a member of the Tax Court of Canada’s Executive Committee and as the Tax Court’s representative on the Canadian Judicial Council.
