South Sudan should ensure women’s participation in all political processes
Delivered by Ambassador James Roscoe, UK Deputy Political Director at the UN Security Council on the situation in South Sudan on 7 November 2024
Mr President,
I thank briefers for their updates, including the Special Representative’s particular focus on women’s political participation, and echo his call for increased international pressure for progress on the issue of sexual and gender-based violence.
The UK welcomes the progress made towards implementing the revitalised peace agreement. The people of South Sudan deserve lasting peace and stability. The work of the Reconstituted Joint Monitoring and Evaluation Commission is crucial to holding parties to account on their responsibilities under the agreement.
Mr President,
Women’s participation in all political processes is essential for democracy and stability. As the Special Representative has highlighted, the proportion of women in parliament remains well below the 35% agreed in the peace agreement. The UK urges all parties to take swift action to ensure that women are fully represented in political life, at all levels of government.
We also welcome the appointment of the new Governor of Maiwut County, Ms Nyagoa John Dak, as a positive first step. However, we are concerned about the lack of progress on the redeployment of unified forces, and the scale and seriousness of the human rights violations that plague South Sudan.
Accountability for these violations is vital. Both parties have a responsibility to bring perpetrators to justice and provide reparations to victims. We welcome the efforts of the African Union to support investigation and prosecutions.
Mr President,
The UK reiterates our call for:
• an immediate end to hostilities; • full and unfettered access for humanitarian assistance; • and urgent progress on the implementation of the peace agreement.
There is much work to be done, but we are committed to continuing to work with our international partners, the African Union, and the people of South Sudan towards a peaceful and stable future.
Thank you, Mr President.
