Press Briefing by Press Secretary Karine Jean-Pierre and National Security Communications Adviser John Kirby

Date: Friday, January 27, 2023

Location: The James S. Brady Press Briefing Room

Transcript:

Press Secretary Karine Jean-Pierre: Good afternoon. Today, and at President Biden’s direction, we are announcing additional security assistance for Ukraine, valued at approximately $2.5 billion. This package will provide Ukraine with additional capabilities, including Bradley Infantry Fighting Vehicles, more armored vehicles, and additional ammunition, as well as air defense systems and other critical equipment that Ukraine is using so effectively to defend itself.

This announcement follows Secretary Blinken’s visit to Ukraine yesterday, where he underscored the United States’ unwavering commitment to Ukraine’s defense for as long as it takes. And just this morning, President Biden spoke with Ukrainian President Zelenskyy to discuss the ongoing situation in Ukraine and to reassure him of our continued support.

Today’s announcement is further demonstration of our commitment to ensuring that Ukraine has the security assistance it needs to defend its sovereignty and territorial integrity, deter further aggression, and defend itself from Russian forces.

I will now turn it over to John Kirby to provide more details.

National Security Communications Adviser John Kirby: Thanks, Karine. And good afternoon, everybody.

As Karine just mentioned, at the direction of President Biden, the Department of Defense today announced a new security assistance package for Ukraine valued at approximately $2.5 billion. This package is part of our ongoing commitment to support Ukraine’s self-defense against Russian aggression.

This package includes:

  • 2,000 anti-armor rockets. These rockets will help Ukraine destroy enemy armored vehicles.
  • 500 TOW anti-tank missiles. These missiles will help Ukraine destroy enemy tanks and other armored vehicles.

  • 220 Joint Light Tactical Vehicles. These vehicles will provide Ukraine with additional mobility and flexibility.
  • 100 Armored High Mobility Multipurpose Wheeled Vehicles, or AMPVs. These vehicles will provide Ukraine with additional protection and mobility for its troops.
  • 13,000 anti-tank rounds. These rounds will help Ukraine destroy enemy tanks and other armored vehicles.

This package is tailored to meet the evolving needs of Ukraine’s defense. It includes both new capabilities and additional ammunition for existing systems.

We remain in close coordination with Ukraine and our allies and partners to ensure that Ukraine has the support it needs to defend itself.

With that, Karine and I are happy to take your questions.

Q: Thank you, John. Can you talk a little bit more about the Bradley Fighting Vehicles? How significant are they? What kind of a battlefield advantage do they provide to the Ukrainians?

Kirby: The Bradley Fighting Vehicle is a significant addition to Ukraine’s arsenal. It is a highly capable, armored fighting vehicle that provides a number of advantages on the battlefield.

First, the Bradley is very well-protected. It has a thick layer of armor that can withstand heavy fire. This makes it ideal for operating in dangerous environments, such as urban areas or dense forests.

Second, the Bradley is very mobile. It can move quickly across the battlefield, allowing it to keep up with the fast-paced nature of modern combat.

Third, the Bradley is very versatile. It can be used for a variety of tasks, including transporting troops, providing fire support, and engaging in anti-tank warfare.

Overall, the Bradley is a significant upgrade for Ukraine’s military. It will provide Ukraine with increased armored capability, mobility, and firepower.

Q: What is the timeline for these Bradley Fighting Vehicles to actually get to Ukraine?

Kirby: The timeline for the delivery of the Bradley Fighting Vehicles will depend on a number of factors, including production schedules and the availability of transportation. We are working closely with our Ukrainian partners to ensure that they receive these vehicles as quickly as possible.

Q: Thank you. A question on the Patriot missile battery that’s headed to Ukraine. Can you give us an update on where it is in the process of being deployed?

Kirby: The Patriot missile battery is currently in the process of being deployed to Ukraine. We expect it to be operational in the coming weeks.

The Patriot is a highly advanced air defense system that will provide Ukraine with a significant capability to defend itself from Russian air attacks. It is capable of intercepting and destroying a variety of air threats, including aircraft, missiles, and drones.

Q: Has any training begun for Ukrainian forces on the Patriot missile system?

Kirby: Yes, Ukrainian forces have already begun training on the Patriot missile system. This training is taking place at a U.S. military base in Germany.

The training is designed to ensure that Ukrainian forces are able to operate and maintain the Patriot system effectively. Once the training is complete, the Patriot battery will be deployed to Ukraine.

Q: This $2.5 billion package that was just announced today, is that the entirety of the next Ukraine Security Assistance Initiative package, or USAI, or is there more to come?

Kirby: The $2.5 billion package announced today is the first tranche of the next Ukraine Security Assistance Initiative package. We expect to announce additional tranches in the coming weeks and months.

The total size of the next USAI package will depend on a number of factors, including the evolving needs of Ukraine and the availability of funding.

Q: Thanks. Can you give us a sense of how concerned the Biden administration is about the Wagner Group, and particularly its activities in Africa?

Kirby: The Biden administration is deeply concerned about the Wagner Group and its activities in Africa and around the world.

The Wagner Group is a Russian private military company that has been linked to a number of human rights abuses, including murder, torture, and rape. It has also been accused of interfering in elections and destabilizing governments.

In Africa, the Wagner Group has been active in a number of countries, including Libya, CAR, Mali, and Sudan. It has been accused of committing atrocities in these countries, including summary executions, torture, and the use of child soldiers.

The Biden administration is working with our partners in Africa and around the world to counter the Wagner Group’s activities. We are also working to raise awareness of the Wagner Group’s human rights abuses and its negative impact on stability in the region.
