Winter Session of the OSCE Parliamentary Assembly Concludes in Vienna

Vienna, Austria – 18 February 2025 – The Winter Session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) concluded in Vienna today after three days of intense debate and discussion.

Under the theme “Building Trust and Security in a Changing World,” the Assembly welcomed over 300 parliamentarians from 57 OSCE participating States, as well as representatives from international organizations and civil society groups.

The session opened with a keynote address by OSCE Secretary General Helga Schmid, who emphasized the need for cooperation and dialogue to address the challenges facing the OSCE region. She highlighted the importance of strengthening the OSCE’s role in promoting stability, reducing tensions, and resolving conflicts.

During the session, the Assembly adopted several resolutions on a range of issues, including:

  • The security implications of climate change
  • The fight against terrorism and violent extremism
  • The promotion of human rights and fundamental freedoms
  • The strengthening of parliamentary democracy and good governance

The Assembly also heard from experts and representatives from the OSCE field operations on the situation in Ukraine, the South Caucasus, and the Western Balkans.

In parallel with the plenary sessions, the Assembly’s three General Committees met to discuss specific issues related to political affairs and security, economic affairs, science, technology, and environment, and human rights and humanitarian affairs.

The Winter Session provided a valuable opportunity for parliamentarians to exchange views, share experiences, and work together to find common ground on issues of mutual concern. It also served to strengthen the OSCE’s role as a platform for dialogue and cooperation among its participating States.

The next session of the OSCE PA is scheduled to be held in Helsinki, Finland, from 5 to 9 July 2025.
