Ottawa, ON – The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced additional sanctions in response to the ongoing conflict in Sudan.

“The Government of Canada condemns the ongoing violence and human rights violations in Sudan,” said Minister Joly. “These sanctions target those responsible for inciting violence and obstructing a peaceful resolution to the conflict.”

The new sanctions target six individuals and one entity involved in the conflict. The individuals include:

  • Abdel Fattah al-Burhan, Chairman of the Sovereign Council
  • Mohamed Hamdan Dagalo (“Hemeti”), Deputy Chairman of the Sovereign Council
  • Ibrahim Jaber, Head of the Rapid Support Forces
  • Salah Abdalla Gosh, Director of the General Intelligence Service
  • Mohammed al-Faki Suleiman, former Minister of Foreign Affairs
  • Yasir Arman, former leader of the Sudan People’s Liberation Movement-North (SPLM-N)

The entity targeted is the Rapid Support Forces (RSF), a paramilitary force accused of committing serious human rights violations.

The sanctions include asset freezes, travel bans, and a prohibition on dealing with the targeted individuals and entity.

Canada has been a vocal critic of the ongoing conflict in Sudan. In 2021, Canada imposed sanctions on four individuals involved in the violence.

The Sudanese conflict began in 2019, when protests erupted against the rule of President Omar al-Bashir. Al-Bashir was eventually overthrown in a military coup, but the violence continued.

The conflict has displaced millions of people and caused a severe humanitarian crisis. The United Nations estimates that more than 10 million people are in need of humanitarian assistance in Sudan.
