Backgrounder – Additional sanctions in response to ongoing conflict in Sudan

Ottawa, Ontario – February 7, 2025 – The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced additional sanctions under the Special Economic Measures (Sudan) Regulations in response to the ongoing conflict in Sudan.

The new sanctions target three individuals and four entities responsible for human rights violations, violations of international humanitarian law, and/or serious abuses of human rights. These sanctions will restrict their ability to conduct financial transactions and prohibit them from dealing with any property in Canada.

The individuals sanctioned are:

  • Ali Mohammed Ali Abdel Raheem, also known as Ali Kushayb, leader of the Rapid Support Forces
  • Abdelrahim Hamdan Dagalo, also known as “Dagolo” or “Hemeti,” Deputy Chairman of the Sovereign Council and Commander of the Rapid Support Forces
  • Yasser Atta Al-Atta, Director General of the National Intelligence and Security Service (NISS)

The entities sanctioned are:

  • Al-Difa Al-Shaabiya Forces (Popular Defence Forces)
  • Al-Quds Brigade
  • Abu Tira Brigade
  • Rapid Support Forces

These sanctions are in addition to the sanctions that Canada imposed on Sudan in 2019 in response to the military coup that overthrew the democratically elected government.

Canada remains deeply concerned about the ongoing conflict in Sudan and calls on all parties to cease hostilities and engage in meaningful dialogue to find a peaceful solution. Canada will continue to use all available tools to promote peace and stability in Sudan.

Additional information

The Special Economic Measures (Sudan) Regulations were established in 2019 under the Special Economic Measures Act.

The sanctions announced today are part of a coordinated effort with the United States and the United Kingdom.

Canada is committed to working with the international community to find a peaceful solution to the conflict in Sudan.
