(hib) The Federal Ministry of Defence is reporting to the Bundestag on the European Peace Facility (EPF). In a response (20/5373) to a small question by the Left Party, the ministry writes that the EPF is an off-budget instrument outside the Union budget, which was set up by the Council of the European Union on March 14, 2021. Through the EPF, aid in the form of military equipment and infrastructure and material and technical assistance can be provided to third countries, international organizations and other entities.

According to the ministry, the internal framework for the provision of arms from the EPF is the Council Common Position 2008/944/CFSP, which was last amended in June 2022. During the 2021/22 funding period, a total of 2.5 billion euros were earmarked for the EPF. 1.5 billion euros were earmarked for this year. The largest recipients of aid last year were the Ukraine (450 million euros), Bosnia and Herzegovina (60 million euros), Georgia (52 million euros), and Moldova (40 million euros).

The EPF has become increasingly important in the light of Russia’s war against Ukraine, the ministry writes. Through the EPF, the EU is able to provide extensive military support to Ukraine and to contribute to strengthening the resilience of the Ukrainian armed forces. The ministry emphasizes that the EPF is not a permanent instrument and that its continuation beyond 2027 will depend on a decision by the Council.
