Supporting growth through regulatory reform: response from Environment Agency CEO to the Prime Minister
24 January 2025
The following response was sent by Environment Agency CEO, Sir James Bevan, in response to the Prime Minister’s letter of 19 January 2025 on supporting growth through regulatory reform.
Dear Prime Minister,
Thank you for your letter of January 19 setting out your ambition to support growth through regulatory reform. I am replying on behalf of the Environment Agency in view of our responsibilities for the environment.
The Environment Agency supports your ambition for growth and recognise that the UK needs a thriving economy to support public services and jobs.
We also have a duty to protect and improve our natural environment for both present and future generations, in accordance with the responsibilities set out in the Environment Act 2021 and other legislation.
In its current draft form, the Retained EU Law (Revocation and Reform) Bill presents a higher risk that environmental regulation could be weakened. We are concerned that the Bill as drafted could lead to unintended consequences for the environment, the economy and society.
We share your view that regulation should be proportionate and based on robust evidence. We welcome the Government’s commitment to supporting growth through regulatory reform, and we are committed to working with you to ensure that any reforms are proportionate, evidence-based, and will not undermine the environment.
We would welcome the opportunity for the Environment Agency to be fully engaged in this process.
Yours sincerely,
Sir James Bevan
Chief Executive, Environment Agency
