MEMORANDUM FOR : Secretary of State National Security Advisor Secretary of the Treasury Attorney General
FROM : President of the United States
SUBJECT : Delegation of Certain Sanctions-Related Authorities
By the authority vested in me as President by the Constitution and the laws of the United States, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code, I hereby delegate to the following officials the authority to exercise, subject to my direction:

Secretary of State:
- The authority to make determinations regarding the foreign policy implications of sanctions and to provide guidance to other agencies on foreign policy matters related to sanctions.
- The authority to impose, modify, or terminate sanctions, including economic sanctions, travel restrictions, asset freezes, and arms embargoes, in accordance with applicable law and policy.
- The authority to issue licenses and exemptions from sanctions, as appropriate.

National Security Advisor:
- The authority to coordinate interagency efforts related to sanctions, including the development and implementation of sanctions policy.
- The authority to consult with other agencies and entities, both domestic and international, on sanctions matters.
- The authority to provide guidance to the President on sanctions-related issues, including the potential risks and benefits of imposing or lifting sanctions.

Secretary of the Treasury:
- The authority to enforce sanctions, including the blocking of assets, the prohibition of transactions, and the seizure of property.
- The authority to issue administrative sanctions, such as fines and penalties, for violations of sanctions laws and regulations.
- The authority to provide guidance to financial institutions and other entities on the implementation of sanctions.

Attorney General:
- The authority to prosecute violations of sanctions laws and regulations.
- The authority to provide legal advice and assistance to other agencies on sanctions matters.
- The authority to seek judicial warrants and subpoenas to enforce sanctions laws and regulations.
This delegation of authority shall not affect the authority of the President to exercise the powers and duties conferred upon me by law.
