Bern, 15.01.2025 – On 13 January 2023, the Federal Council adopted an ordinance on measures against Sudan. This ordinance implements the sanctions imposed by the United Nations Security Council (UNSC) with Resolution 2579 (2021) of 12 June 2021. The ordinance enters into force on 15 January 2023.
The sanctions imposed by the UNSC include a travel ban and asset freeze on individuals and entities designated by the UNSC Sanctions Committee on Sudan. The ordinance also prohibits the supply, sale, transfer or export of arms and related material to Sudan, as well as the provision of technical assistance, financial assistance or other services related to military activities in Sudan.
The ordinance also prohibits the import, export or transit of certain goods from or to Sudan, including:
- Gold and gold-related products
- Precious metals and precious stones
- Timber and wood products
- Charcoal
- Live animals and animal products
- Agricultural products
- Food and beverages
- Petroleum and petroleum products
- Weapons and ammunition
The ordinance also prohibits the provision of technical assistance, financial assistance or other services related to the import, export or transit of these goods.
The ordinance provides for a number of exceptions to these prohibitions, including:
- Goods for humanitarian purposes
- Goods for the use of the United Nations or other international organisations
- Goods for the use of diplomatic missions or consular posts
- Goods for the use of the armed forces of a UN member state
- Goods for the use of peacekeepers
The ordinance also provides for a number of derogations from the sanctions, including:
- The travel ban and asset freeze may be lifted for individuals or entities who are designated by the UNSC Sanctions Committee on Sudan for humanitarian reasons
