Research will help shape cross-government writing skills training

29 November 2024

New research is to shape cross-government guidance on writing skills to help departments produce higher quality written communication.

The Government Communication Service (GCS) has commissioned research into the writing standards across government.

The research will look at the quality of writing across a variety of government outputs, including policy documents, speeches, social media content and communications with the public.

It will also investigate the training and support that civil servants receive in writing skills, and identify any areas where improvements can be made.

The findings of the research will be used to develop new cross-government guidance on writing skills.

The guidance will provide practical advice on how to write clearly, concisely and effectively.

It will also cover the use of plain English, the importance of good structure and the role of tone of voice.

The guidance will be available to all civil servants, and will help to ensure that government communications are of the highest possible quality.

A GCS spokesperson said:

“Writing is a vital skill for civil servants. It is essential for communicating effectively with the public, businesses and other stakeholders.

“This research will help us to understand the current state of writing skills across government, and identify any areas where improvements can be made.

“The new guidance that we develop will provide practical advice on how to write clearly, concisely and effectively.

“This will help to ensure that government communications are of the highest possible quality.”

Notes to editors

  1. The research will be conducted by the National Centre for Writing.
  2. The research will be completed by summer 2025.
