My Lords, Ladies and Gentlemen,
It is an honour to be here today to address you at the 2024 National Children and Adult Services Conference. This gathering provides a vital platform for us to come together and discuss the critical issues facing our most vulnerable populations.
As we navigate the post-pandemic landscape, it is more important than ever to reflect on the lessons we have learned and to recommit ourselves to ensuring that every child and adult has the opportunity to live a full and meaningful life.
In recent years, we have witnessed a growing recognition of the interconnectedness of children’s and adults’ services. We now understand that investing in the early years pays dividends throughout an individual’s life, reducing the likelihood of social and economic disadvantage later on.
Similarly, supporting adults with disabilities and mental health conditions not only improves their quality of life but also benefits their families and communities.
As we look to the future, we must continue to strengthen the integration of children’s and adult services. This means breaking down silos, fostering collaboration, and sharing resources and expertise.
It also means adopting a holistic approach that considers the needs of the whole person, from their physical and mental health to their social and economic circumstances.
I am pleased to announce that the government is committed to providing £100 million over the next three years to support the integration of children’s and adult services. This funding will be used to develop new models of care, train staff, and improve data sharing.
We believe that this investment will lead to better outcomes for vulnerable individuals and families, and will ultimately create a more just and equitable society.
In addition to integration, I would like to highlight three other key priorities for the coming years:

Prevention: We must focus on preventing problems in the first place, by investing in early intervention and support services. This includes providing parenting classes, improving access to mental health services, and tackling the root causes of poverty.

Personalisation: We need to move away from a one-size-fits-all approach to service delivery and tailor our support to the individual needs of each child and adult. This means involving them in decisions about their care and giving them choice and control over their lives.

Digital innovation: Technology has the potential to transform the delivery of children’s and adult services. We must embrace digital tools to improve access to services, provide personalised support, and streamline administrative processes.
I recognise that implementing these priorities will not be easy. It will require a sustained commitment from all stakeholders, including government, local authorities, service providers, and the community.
But I believe that it is essential that we work together to create a society where every child and adult has the opportunity to thrive.
