Statement by Minister Virani on the passing of Bill S-13 and strengthening Aboriginal and treaty rights by amending the Interpretation Act

Ottawa, ON – November 27, 2024 – The Honourable Gudie Hutchings, Minister of Rural Economic Development, on behalf of the Minister of Crown-Indigenous Relations, Marc Miller, today issued the following statement on the passing of Bill S-13, An Act to amend the Interpretation Act (Aboriginal and treaty rights).

“Today, I am pleased to announce that Bill S-13, An Act to amend the Interpretation Act (Aboriginal and treaty rights), has passed. This important legislation will strengthen Aboriginal and treaty rights by ensuring that they are properly recognized and considered in the interpretation and application of federal laws.

Bill S-13 amends the Interpretation Act to make it clear that Aboriginal and treaty rights are recognized and affirmed by the Constitution of Canada, and that they must be interpreted in a manner consistent with the honour of the Crown. This amendment will help to ensure that federal laws and policies are consistent with Canada’s international and constitutional obligations to Indigenous peoples.

The passing of Bill S-13 is a significant step forward in the Government of Canada’s commitment to reconciliation with Indigenous peoples. It is a testament to the hard work and dedication of Indigenous leaders, organizations, and communities who have advocated for this change for many years.

I would like to thank the members of Parliament who supported Bill S-13, and I look forward to working with them and with Indigenous partners to continue to advance reconciliation in Canada.”
