Meeting of Federal, Provincial and Territorial Ministers most responsible for Early Learning and Child Care

Ottawa, ON – Today, the federal, provincial, and territorial (FPT) Ministers most responsible for early learning and child care (ELCC) met in Ottawa to discuss progress on the implementation of the ELCC Framework and to identify opportunities for further collaboration.
The ELCC Framework was developed jointly by the FPT governments in 2022 and sets out a shared vision for a high-quality, accessible, inclusive, and affordable ELCC system in Canada. The Framework includes four key pillars:
- Quality: Investing in high-quality ELCC programs and services that meet the developmental needs of children
- Accessibility: Ensuring that all children have access to affordable, high-quality ELCC, regardless of their family’s income or circumstances
- Inclusion: Creating inclusive ELCC environments that are welcoming and supportive of all children, including those with diverse needs
- Affordability: Making ELCC more affordable for families, so that they can make informed choices about their child’s care
At today’s meeting, the FPT Ministers discussed the progress that has been made on the implementation of the Framework since its release in 2022. They also identified opportunities for further collaboration, including:
- Developing a national ELCC data system to track progress and inform decision-making
- Exploring innovative models for ELCC service delivery
- Increasing the supply of qualified ELCC staff
- Enhancing the quality of ELCC programs and services
The FPT Ministers agreed to continue working together to implement the ELCC Framework and to make ELCC more accessible, affordable, inclusive, and high-quality for all Canadian children.
