Change of His Majesty’s Ambassador to Algeria: James Downer

The Foreign, Commonwealth and Development Office (FCDO) today announced that James Downer will be the new British Ambassador to Algeria in succession to Barry Lowen who will be transferring to another Diplomatic Service appointment. Mr Downer will take up his appointment in January 2025.
James Downer joined the FCO in 2003 and has served in a variety of roles, including Head of the North Africa Department, Deputy Head of Mission in Baghdad and British Ambassador to Iraq. He is currently serving as Director for the Middle East and North Africa.
Mr Downer said:
“Algeria is a pivotal country in North Africa and I am honoured to be appointed as His Majesty’s Ambassador. I look forward to working closely with the Algerian Government, businesses and civil society to further strengthen the bonds between our two countries and to promote our shared interests.”
Foreign Secretary James Cleverly said:
“James Downer has a wealth of experience in the Middle East and North Africa and will be a great asset to our Embassy in Algiers. I wish him all the best in his new role.”

James Downer CMG was born in 1975. He studied Arabic and Islamic Studies at the University of Cambridge and completed the Diplomatic Service Entry Level Course in 2003. He was posted as Head of Chancery in the British Embassy in Tehran from 2004-06. From 2007 to 2010 he was First Secretary Political in the British Embassy in Cairo.
He was Head of the Section for Iraq in the FCO from 2011 to 2014, before being appointed Deputy Head of Mission in the British Embassy in Baghdad. He returned to the FCO in 2017 as Head of the Section for Iran and became Head of the North Africa Department in 2019. He was appointed Director for the Middle East and North Africa in 2022.
James is married with two children.
