Department of Defense Releases National Defense Industrial Strategy Implementation Plan
Published on Defense.gov on October 29, 2024
Washington, D.C. The Department of Defense (DoD) today released the National Defense Industrial Strategy Implementation Plan (NDISI IP), a roadmap for strengthening the defense industrial base (DIB) and ensuring the United States maintains its military superiority.
The NDISI IP is the culmination of a year-long effort led by the Office of the Undersecretary of Defense for Acquisition and Sustainment (OUSD(A&S)). It builds on the National Defense Industrial Strategy (NDIS), released in May 2023, which outlined the DoD’s vision for a resilient and innovative DIB.
The NDISI IP provides a comprehensive plan to implement the NDIS’s five strategic objectives:
- Enhance industrial base resilience: This includes measures to diversify the DIB, reduce vulnerabilities to foreign dependencies, and secure critical materials.
- Foster innovation and competition: The DoD will invest in research and development, encourage new entrants to the DIB, and promote greater competition among suppliers.
- Develop a skilled workforce: The DoD will work with industry, academia, and government partners to develop and train a skilled workforce for the defense industry.
- Promote a robust defense ecosystem: This includes measures to strengthen the partnerships between the DoD, industry, and academia and to ensure that the DIB is aligned with national security needs.
- Enhance international cooperation: The DoD will continue to cooperate with its allies and partners to build a global defense industrial base that supports shared security interests.
The NDISI IP includes specific initiatives to address each of these strategic objectives, such as:
- Establishing a new Defense Industrial Base Resilience Office: This office will be responsible for coordinating efforts to identify and mitigate vulnerabilities in the DIB.
- Launching a new Innovation and Technology Accelerators Program: This program will provide funding and support to small businesses and startups developing innovative defense technologies.
- Expanding the use of workforce development programs: The DoD will work with industry and academia to expand existing programs and create new ones to develop and train a skilled workforce for the defense industry.
- Strengthening international partnerships: The DoD will continue to work with its allies and partners to build a global defense industrial base that supports shared security interests.
The NDISI IP is a critical step in strengthening the defense industrial base and ensuring the United States maintains its military superiority. It provides a clear roadmap for the DoD’s efforts to enhance resilience, foster innovation, develop a skilled workforce, promote a robust defense ecosystem, and enhance international cooperation.
