Ahead of this year’s UN Climate Change Conference (COP29), taking place in the United Arab Emirates in November and December, the European Parliament adopted a resolution setting out its priorities and expectations for the summit.
In the resolution, adopted by 482 votes to 130 with 82 abstentions, MEPs outline their vision for a successful COP29, calling for concrete actions and commitments from all parties to tackle the climate crisis.
“With COP29 on the horizon, the time for talking is over. We must now act to address the climate emergency with the urgency it deserves. MEPs are sending a clear message: the EU must continue to lead the way, but we must also ensure that other major emitters step up to the plate,” said Pascal Canfin (Renew Europe, FR), Chair of the Parliament’s Environment Committee.
MEPs call for:
- Increased ambition on emissions reduction: All countries to align their commitments with the 1.5°C temperature goal of the Paris Agreement and submit ambitious nationally determined contributions (NDCs) ahead of COP29.
- A global carbon market: A fair and effective global carbon market mechanism that promotes sustainable development and ensures environmental integrity.
- Scaling up climate finance: Developed countries to meet and exceed their commitment to provide $100 billion annually in climate finance to developing countries, with a focus on adaptation and resilience.
- Loss and damage: Establishment of a financial mechanism to address loss and damage caused by climate change in developing countries, in addition to existing climate finance commitments.
- Just transition: A fair and equitable transition to a climate-neutral economy, leaving no one behind and creating decent green jobs.
MEPs also stress the need for the EU to continue playing a leadership role at COP29, and call on the Commission to present a comprehensive EU strategy for the summit.
“COP29 is a crucial opportunity for the world to come together and take decisive action on climate change. The EU must seize this opportunity to push for ambitious outcomes and demonstrate its commitment to global climate leadership,” concluded Canfin.
